What a fine idea. The original thepeople.net's a bit sinister, mind, but I love the thought of it becoming a wiki platform that multiple communities can use. It'd give form to the less stable self-organisation we already practise with mobiles, email etc. An online voting system also gives those who contribute very little to lose - compare it to a socially demanding situation like a formal meeting - which is bound to lead to an increase in ideas. Go on! Build it! I would but I don't know how.
